2023.6.16. / Intellectual Property Strategy Headquarters develops utilization of dormant patents jointly developed by universities and companies.

On June 6, 2023, the government's Intellectual Property Strategy Headquarters announced that it would set up a system that would allow Japanese universities to offer patents obtained jointly with companies to startup companies.

Under the new system, if a company that has conducted joint research does not develop a business using the technology for a certain period of time, the university, at its sole discretion, will allow a third party to obtain a license to use the patent.
The program is targeted to begin in FY2024, and will encourage the growth of emerging companies by allowing them to utilize cutting-edge technologies that have been jointly developed but remain dormant.
